Guided by the objectives set out in China's development blueprint, Xi made detailed plans and instructions during each of his visits as China embarked on a new journey to fully build a modern socialist country during the 14th Five-Year Plan period (2021-2025).

"Development" was the most frequently mentioned keyword during Xi's inspection tours, suggesting a strong focus on the goal of advancing Chinese modernization. The other nine keywords point to the direction and key elements of the modernization path.

"Culture" was comfortably the most used keyword by Xi on his visit to the China National Archives of Publications and Culture and Chinese Academy of History in Beijing in June. At a subsequent meeting, he said it's essential to strengthen cultural confidence and stick to China's development path.

"Technology," "innovation" and "culture" topped Xi's keyword usage in Jiangsu's tour in July, which he said should continue to promote reform, innovation and high-quality development during visits to an industrial park, various enterprises, a historic and cultural block, and a science lab. East China's Jiangsu is one of the country's richest provinces, with its GDP reaching $1.7 trillion in 2022, about the equivalent of that of Australia that ranked the 12th among world economies.

Xi visited areas hit by summer flooding in Beijing and Hebei Province, and the keyword data suggests that the "people" were his overwhelming concern, followed by "security," as he stressed the importance of a people-centered approach and effective post-flood reconstruction.

"Development" was the most frequently mentioned keyword in the tours, other than those in Beijing (June), Jiangsu, and Hebei and Beijing. During the majority of inspections, Xi emphasized the need for the areas he visited to fully implement the new development concept and the importance of focusing on promoting high-quality development and constructing a new development pattern.
