China released a white paper titled "China's Legal Framework and Measures for Counterterrorism." It says terrorism is the common enemy of humanity, and all members of the international community share the responsibility to fight it. Huo Zhengxin, a professor from the China University of Political Science and Law, says China has played a leading role in maintaining regional stability.
