On a rare occasion of international diplomacy for China's northeastern province, 22 foreign envoys from 18 countries and international organizations, including ambassadors from Lebanon, Austria, Switzerland, Slovenia and Slovakia, embarked on a four-day tour of Heilongjiang, a province known for its snow-based resources and its capital city Harbin's legendary ice sculptures.
