At the 60th Munich Security Conference, Bangladesh's Foreign Secretary Masud Bin Momen pointed out that "Responsibility to Protect" should be applied universally in all situations, not just when it suits the purposes of some countries. "There is a role for the world citizenship to actually push all countries who are in a position to protect the civilians… without any prejudice or without any agenda," he said.
