During COP16, governments of participating countries will review the implementation of the "Kunming-Montreal Global Biodiversity Framework," referred to as the "Kunming-Montreal Framework." Contracting parties are expected to demonstrate the consistency of their national biodiversity strategies and action plans with the Kunming-Montreal Framework. The conference will further develop monitoring frameworks and facilitate resource mobilization for the Kunming-Montreal Framework.

The conference is the regular United Nations meeting of the countries that signed the Convention on Biological Diversity, the international agreement for conserving biodiversity with the vision of "living in harmony with nature by 2050."
