How are citizens' demands in a megacity properly addressed?


The ancient Chinese compared masses to water and rulers to ship, highlighting people's power over rulers and stressing the need for rulers to respect the conditions and feelings of the people they govern. Beijing is a megacity with over 20 million people, who naturally face various problems that the government strives to address.
