Li Hengdi, a deputy to the Beijing Municipal People's Congress, has been invited to a budget meeting convened by the city's financial bureau. In the past, public expenditure was subjected to post hoc performance evaluation. That changed in 2011 when Beijing started implementing pre-performance evaluation.
