Luis Montenegro, the leader of Portugal's center-right Democratic Alliance (AD), claimed victory in Sunday's general election, though it was unclear if he could govern without the support from far-right Chega, with whom he said he wouldn't negotiate.
Portugal's main center-right party narrowly defeated the incumbent Socialists in the election but fell well short of a majority, near-complete official results showed early Monday.
