GenZ debates: Domestic vs. global focus for political leaders

Enoch Wong

In a recent youth panel moderated by CGTN's Enoch Wong, youth representatives from the U.S. and Europe presented their perspectives on the intertwining of domestic and international policies in politics. This dialogue happened right after the much-discussed 2024 State of the Union address by U.S. President Joe Biden. Uniquely, Biden's hour-long speech expanded beyond the conventional emphasis on domestic issues – like inflation, healthcare and immigration – to significantly address foreign policy. This approach diverges from the expected focus during an election year, where the narrative typically centers on matters closer to home. The inclusion of a youth panel on this topic underscores the importance of understanding how younger generations perceive the intersection of these policies. They are, after all, the ones who will face the long-term consequences of today's decisions. Their insights provide a valuable perspective on the complex geopolitical landscape, highlighting the priorities and concerns of a generation on the brink of assuming leadership in a rapidly changing world.

Foreign policy impacts daily lives

Nick, representing a voice from the U.S., highlighted a critical disparity in public engagement with domestic versus foreign policy issues, advocating for a paradigm shift in public discourse towards a more profound understanding and debate on U.S. foreign policy decisions. He observed that politicians often dominate the public sphere with emotionally charged domestic issues such as homelessness, drug addiction, crime rates and mass shootings, diverting attention from the U.S.'s significant financial commitments abroad, including Biden's $1 trillion defense budget and tens of billions in aid to fund wars abroad. This strategic redirection, Nick argued, obscures the substantial impact of foreign policy on daily lives and the allocation of a significant portion of the federal budget to defense and international aid.

"Arguably, foreign policy is more impactful to our day-to-day lives considering how much of our federal budget goes to (it)," he insisted, challenging the prevailing narrative that prioritizes domestic issues without scrutinizing the vast resources devoted to international engagements. Nick's perspective not only demands a more inclusive debate on foreign policy but also stresses the importance of recognizing the U.S.'s global responsibilities, aiming for a balance between addressing internal challenges and acknowledging the nation's significant role on the world stage in promoting global peace, security and its international standing.

Poor foreign policy hinders progress

Joseph, from Croatia, concurred at the outset with Nick's assessment that there is a pressing need for more public discourse on foreign policies. Joseph highlighted the discontent among youths in the EU with how political leaders manage the continent's stability and prosperity. He pointed to the widespread protests across Europe, where young people have voiced their frustration over the EU's allocation of resources towards funding armed conflicts, such as the ongoing crisis in Ukraine, rather than seeking peaceful solutions and fostering dialogue. Joseph passionately argued that these decisions, perceived as irresponsible by many, starkly illustrate a disconnect between the political elite and the general populace. Many believe that politicians' families and children are shielded from the consequences of these decisions and would be the first to evacuate in the face of actual conflict, leaving the youths and other citizens to bear the brunt of war, including the dire prospect of fighting on the front lines. This scenario, he argued, betrays a profound disregard for the welfare of EU citizens and undermines the principles of unity and peace that the EU purports to stand for.

Further delving into the EU's promises compared to the ground realities, Joseph underscored the disillusionment felt by many in Croatia regarding its EU membership. The expectations of economic development and political stability have not been fully realized, leaving Croatia and other newer EU members feeling sidelined. With the European Parliament elections set for 2024, Joseph stressed the significance of this year as a pivotal moment for youths to voice their concerns and needs. He believes that a reevaluation of the EU's foreign policy is crucial for addressing the economic and social challenges facing the Union. "A lot of problems can be solved if our foreign policy is better," Joseph reiterated, calling for a strategic approach to international relations that prioritizes economic growth, stability and the well-being of all EU citizens. This year's elections present an opportunity for change, reflecting the growing demand for a foreign policy that truly serves the interests of Europe's youth and future generations.

Domestic progress enables global responsibility

In principle, Zuzanna, an international relations scholar from Poland, aligns with her European panelist Joseph's viewpoint on the importance of global governance. However, she presents a nuanced counterargument, emphasizing the sequential importance of addressing national issues before stepping onto the global stage. Contrary to Joseph's belief that enhancing foreign policy could ameliorate many domestic problems, Zuzanna posits that a robust handling of internal challenges is foundational for a nation's ability to contribute effectively to global governance. This perspective shifts the causal relationship, suggesting that a nation fortified internally is better equipped to engage with and contribute to international affairs.

Zuzanna's argument underscores the necessity for countries like Poland to prioritize their internal dynamics to play a more impactful role in global governance. She acknowledges the global interdependence that necessitates participation in international organizations and the global economy. Yet she firmly believes that addressing domestic issues is not just a prerequisite but a strategic approach to ensuring that a country can sustainably manage its international responsibilities. "Because of our involvement in the global system and economy, taking responsibility starts at home," Zuzanna asserts, advocating for a balanced approach that recognizes the intertwined nature of domestic and international actions.

GenZ debates: Domestic vs. global focus for political leaders

The contributions of youth representatives reflect a generational shift towards recognizing the importance of engaging with global issues, not as distant or detached concerns but as integral elements that shape the economic, social and political fabric of their own countries. As the world becomes increasingly interconnected, the perspectives of these young voices underscore the necessity of a holistic approach to governance that embraces the complexities of the 21st century.
