China is at the forefront of innovation in collecting public opinion and promoting grassroots participation in legislation through digital governance.

This progressive approach to governance is exemplified by recent milestones, including the drafting of the government work report and the implementation of the Civil Code. 

From December 14, 2023, to March 5, 2024, when this year's government work report was presented at the second session of the 14th National People's Congress, the gov.cn website collaborated with 29 online media platforms to launch the "@StateCouncil, Share Your Views on 2024 China's Government Work Report" campaign.

Over 1.6 million comments poured in from netizens by March 4, with millions more conveyed through other media-organized events. The gov.cn website curated 1,150 suggestions from a diverse array of contributors, spanning from an 82-year-old to a 12-year-old. 

Furthermore, digital governance has democratized the legislative process, as seen in the promulgation of the Civil Code.

Prior to its final approval, 10 versions of the drafts were published on the NPC Standing Committee's official website, soliciting over 1.02 million pieces of advice from approximately 425,000 individuals.

Dubbed as an "encyclopedia on social life," the Civil Code encompasses various aspects of civil and commercial law, ranging from property rights to tort liability.
