"The use of the internet in electoral political campaigns has been transforming the way in which politics and elections have been traditionally conceived for the election of the president of the republic and the political authorities in congress in many countries of America and in particular in Peru, to the extent that they impact the universal suffrage of citizens," César Landa, the former president of the Peruvian constitutional court and the country's former foreign minister, said in his video speech at the third International Forum on Democracy: The Shared Human Values on Wednesday.
