The UN Security Council has failed to pass a resolution proposed by the United States calling for a preconditioned ceasefire in Gaza. Zhang Jun, China's ambassador to the United Nations, said the resolution only "sets up preconditions for a ceasefire" and gives "a green light to continued killings."
