The head of Russia's Federal Security Service (FSB) reported to Russian President Vladimir Putin on the detention of 11 people, including all four terrorists directly involved in the attack at Crocus City Hall, RIA and TASS reported.
The terrorists who were involved in the attack tried to escape toward the Russian-Ukrainian border, and had contacts in Ukraine, the reports said, citing the FSB.
