Editor's Note: Angola is a country in Africa that experienced a troubled history in the 20th century, first mismanaged by Portuguese colonization and then mired in a Cold War proxy conflict. The war left Angola devoid of infrastructure and without serviceable roads. While many Western countries looked at Angola as a high risk investment, Chinese investors took risks and made direct investments in the country. Angolan President João Lourenço sums up the difference between Chinese and Western people in its history, saying, "The Chinese didn't come to our country fully armed. They came with funds and technology." And he credits Chinese investments for helping build Angola’s roads, railroads, ports, airports and hydropower plants. Lourenço became the first foreign head of state to visit China after this year's Two Sessions. And he says Angola is the textbook example of the economic consequences of war and the prosperity that peace brings.
