The UN Security Council has passed its first resolution on a ceasefire in Gaza following a U.S. abstention. Gal Luft, co-director of the Institute for the Analysis of Global Security, says the gesture sends a mixed signal to Israel: on the one hand, the United States can not always be on Israel's side against the world, but at the same time, it is disturbing that the United States has called the resolution "non-binding," which is an unprecedented denial of a Security Council resolution that has already been adopted.
