China revises plan for aging population, elderly and childcare system

According to China's National Development and Reform Commission (NDRC), the NDRC, together with the Ministry of Civil Affairs and National Health Commission, has revised and issued an implementation plan for the 14th Five-Year Plan (FYP) on an active response to the aging population and the construction of an elderly care service system.

The plan aims to leverage the central and local governments to further improve the infrastructure for elderly care and childcare services with joint efforts. It aims to promote standardized and normalized facility construction, increase the supply of inclusive services, and improve the quality of elderly care and childcare services.

The plan proposes that regions unify the planning of elderly care and childcare service system construction and gradually establish a home and community-based elderly care service system. Governments should plan to build a batch of inclusive elderly care and childcare service projects and specify the types, scale, financing methods, and target groups of the projects.

Urban areas that participated in the inclusive elderly care and childcare plan should introduce policy support packages. Regions should strengthen the organization and implementation of overall solutions, and projects included in the care plans can apply for central budget support.
