A magnitude-7.3 earthquake hit the waters off Hualien County, China's Taiwan region, at 7:58 a.m. on Wednesday, according to the China Earthquake Networks Center (CENC). An exclusive footage from a camera in a car on a highway captured the moment when the quake jolted the region.
