Russia has ordered mass evacuations in four of its regions as water levels in overflowing rivers continue to rise. Cities in the southern Urals and western Siberia are bracing for new peak levels. Moscow has called the floods the worst in decades and introduced a state of emergency. People in the region of Kurgan have been warned to evacuate immediately. More than 19,000 people are at risk in Kurgan, TASS news agency reported.
