The Legislative Council (LegCo) of the Hong Kong Special Administrative Region (HKSAR) passed the safeguarding national security bill on March 19, a milestone in the HKSAR's fulfillment of its constitutional duty as stipulated under Article 23 of the HKSAR Basic Law. Henry Tang Ying-yen, former chief secretary of the HKSAR government, describes the legislation as a good barrier to attempts to breach national security.
