States need to be front and center on humanitarian issues, emphasizing respect for civilian populations, detainees and international humanitarian law, said Pierre Krahenbuhl, the director-general of the International Committee of the Red Cross (ICRC). He also seeks to step up efforts of the ICRC and China in easing suffering in conflict environments, come up with new ideas to preserve humanitarian space and to prevent or resolve conflicts.
