China's Ministry of Education has issued a notice laying out specific actions it says schools need to take to stamp out bullying on campuses.

It has asked schools to take measures ranging from setting up anti-bullying committees, formulating detailed regulations to strengthening video surveillance on campuses.

It also called for regular anti-bullying training for staff in educational departments, and parents to enhance their ability to identify, respond to, and intervene in bullying situations.

Special attention should be given to children in difficult situations, ensuring timely provision of life care, psychological counseling, and family education guidance, the notice said.

The notice was issued after a supreme court document that calls for rigorous handling of school bullying.

When minors suffer harm due to bullying or similar behaviors, the judicial system needs to comprehensively consider factors such as the severity of the bullying, its duration, and the physical and psychological harm inflicted on the victim, and hold the perpetrator legally responsible for their actions, the document said.
