Senior Colonel Zhang Chi, an associate professor at the National Defense University of China who's attending the Shangri-La Dialogue in Singapore, said that compared with the United States, China emphasizes that stopping war is the true craft of war, and the purpose of developing military power is to stop war, rather than using it to achieve political goals. America's concern has always been the Asia-Pacific alliance system it has built, while China looks at world security issues from the perspective of "common security."
