The government of the Hong Kong Special Administrative Region says the city has climbed two places to rank fifth in the latest World Competitiveness Yearbook. Qu Qiang, a fellow at Minzu University's Belt and Road Research Center, says measures should be taken to consolidate Hong Kong's unique position in driving business growth.
