The Third Forum on Work of Xizang in 1994 made the pivotal decision of "taking responsibility for each region, providing counterpart support, and regularly rotating" for the Xizang Autonomous Region, and over the past three decades, this policy has yielded considerable fruit.
The nation has then ramped up its support for Xizang, with state organs, various provinces and cities, and central state-owned enterprises playing crucial roles in providing assistance. From 2012 to 2022, a total of 8,153 cadres and talents were dispatched, 6,302 assistance projects were implemented, and an investment of 53.6 billion Chinese yuan ($7.37 billion) was made, contributing greatly to the economic, social, educational, medical, and infrastructure advancements in Xizang.
Industrial assistance has been especially instrumental in promoting the development of unique local industries. By leveraging the strengths of both the assisting parties and Xizang, industrial projects have played a central role. The construction of an industrial park serves as the platform, investment attraction as the means, and boosting the internal drive of the assisted regions as the goal. This approach has fostered high-quality industrial development in Xizang.
For instance, thanks to the technology, equipment, and seed samples from Shanghai, the Red River Valley Modern Agricultural Science and Technology Demonstration Park in Gyantse County, located at an altitude of over 4,000 meters, has focused on transforming and upgrading traditional agriculture, benefiting 19 towns and 28 vegetable planting sites.
Another example is the Gesangtang Modern Agriculture and Animal Husbandry Industry Demonstration Park, the first comprehensive full-industry-chain agriculture and animal husbandry demonstration park in Xizang, built with assistance from Jiangsu Province. Traditional extensive livestock management methods have resulted in long breeding cycles, continuous degradation of genetic resources, and low economic benefits. To enhance the quality of local yak breeds, the demonstration park selected superior yak breeds from across the country.
Additionally, the Suzhou assistance team established a yak industry research and service center in Lhunzhub County of Lhasa. From scientific breeding to comprehensive utilization, the development model of the entire industry chain has transformed the "boat of the plateau" into a valuable asset for the prosperity of farmers and herdsmen.
Moreover, the initiatives aimed at enhancing the livelihood of Xizang residents have markedly improved their well-being in crucial areas such as healthcare, education, and employment.

The "group-style" assistance, innovatively championed by the Central Committee of the Communist Party of China (CPC) since the 18th National Congress, has responded to Xizang's need for professional and technical talent in healthcare and education. For instance, teachers from Tianjin have helped Qamdo Experimental Primary School in Qamdo establish courses in drone programming and robotics.
Similarly, educators from Shaanxi and other provinces have facilitated cloud classrooms and other activities, bringing about profound changes in the educational philosophy, classroom teaching, and management methods of primary and secondary schools in Xizang.
Building on its provincial-school partnership model, Jiangsu Province has developed a comprehensive assistance model spanning from preschool to higher education. In 2023, Jiangsu Experimental Middle School in Lhasa achieved a college entrance examination pass rate of 99.38 percent and a university admission rate of 88.96 percent.
In 2015, the "group-style" medical assistance program was launched. Hospitals from various provinces and municipalities paired with Xizang and hospitals directly under the National Health Commission sent doctors to Xizang, transitioning from short-term, scattered assistance to sustained efforts. By the end of 2021, Xizang could treat over 400 major illnesses within the region and over 2,400 intermediate illnesses within its cities, increasing the average life expectancy from 68.2 years in 2015 to 72.19 years in 2021.
On September 30, 2019, with the help and instruction of doctors from Beijing, the standardized training base for midwives at the provincial level in the Xizang Autonomous Region was inaugurated at Lhasa People's Hospital, marking the beginning of standardized midwife training in Xizang and establishing the first provincial-level training base in the country.
Chinese President Xi Jinping, also general secretary of the CPC Central Committee and chairman of the Central Military Commission, called for strengthening exchanges and interactions among ethnic groups, as well as building a stronger sense of identity with the country, the Chinese nation, the Chinese culture, the CPC, and socialism with Chinese characteristics during his visit to Xizang in July 2021. Despite the thin air, this spirit remains robust, driven by lofty revolutionary ideals. It is precisely through the unwavering dedication of committed personnel from across the country that the construction of a new socialist Xizang continues to flourish.
