The U.S. in late July announced $500 million in military aid to the Philippine Armed Forces and Coast Guard. Meanwhile, Japan and the Philippines in early August held their first joint military exercises in the South China Sea in a bid to realize "a free and open Indo-Pacific." In response, Chinese Defense Ministry spokesperson Zhang Xiaogang said on Friday that the U.S. and Japan are stirring up trouble in the South China Sea.
