China unveils guideline to improve market access

China unveiled a guideline on Wednesday to improve its market access system, a move to further promote new quality productive forces development and optimize the business environment.

The guideline, released by the Central Committee of the Communist Party of China and the State Council, China's Cabinet, gives business entities wider access to the Chinese market. According to the guideline, the central and local authorities in China will adopt a unified negative list when it comes to granting market access for businesses.

Guo Liyan, deputy director of the Economic Research Institute of the National Development and Reform Commission, said that the guideline bans local levels from drafting any extra rules or special negative lists in this regard, which helps to stabilize market expectations.

The guideline also highlights promotion of new quality productive forces development. It urges the government to widen market access in emerging industries including deep-sea exploration, aviation, and aerospace.

Further widening market access for emerging industries will help to break through the barriers of new quality productive forces development, said Wang Chenwei, director of the Macroeconomy Research Office at the National Development and Reform Commission's Economic System and Management Institute.
