Operations are in full swing to restore basic infrastructure after heavy rainstorms wreaked havoc in the city of Huludao in northeast China's Liaoning Province. Authorities are collaborating to repair power, water, communications and transportation networks in Jianchang and Suizhong counties, the hardest-hit areas. As of Friday afternoon, six major highways and 16 rural roads in Jianchang County have reopened, while the remaining roads are still under emergency repair. In Suizhong County, most of the damaged transportation, electricity, and other infrastructure in the affected townships have been restored.
