South Korea, NATO share concern over DPRK's troop dispatch to Russia

South Korean President Yoon Suk-yeol and NATO Chief Mark Rutte discussed on Monday what Seoul said was a dispatch of the Democratic People's Republic of Korea (DPRK) troops to Russia, which Rutte said would be a violation of U.N. sanctions and a serious concern, according to Yoon's office.
