Chinese President Xi Jinping delivered a speech on October 23 at the 16th BRICS Summit in Kazan, Russia, where he put forward five key proposals. Rityusha Mani Tiwary, an associate professor of political science at the University of Delhi in India, described Xi's speech as very positive.
