Northeast China's Liaoning Province is stepping up efforts to rebuild homes affected by summer floods in Huludao City, aiming to secure a warm winter for its residents. The local authorities pledged to finish the housing reconstruction in rural areas by early November.
Devastating floods hit the coastal city of Huludao in August after days of heavy rainfall unseen since 1951. So far, the city has completed rebuilding nearly 99 percent of the 5,447 houses.
