Russia has confirmed its strike on a Ukrainian military facility with a new medium-range, hypersonic ballistic missile. Moscow says it informed the United States about the launch 30 minutes before firing it at Ukraine. Russian President Vladimir Putin says its conflict with Ukraine now has the characteristics of a global conflict.
