The draft climate finance deal at COP29 shows the split between poor and rich nations. Panama's climate envoy criticized the proposed target as too low, while a European negotiator said the proposal was uncomfortably high. Professor Guan Dabo, deputy director of Tsinghua Institute for Carbon Neutrality, says that an international financial guarantee system is needed to secure rich nations' climate role.
