China plans to establish more than 100 trusted data matrixes by 2028 to form a set of data matrix solutions and best practices, according to an action plan released by the National Data Administration (NDA) on Saturday.
The Action Plan for the Development of Trusted Data Matrixes (2024-2028) is the first national-level system layout for trusted data matrix, a new form of data infrastructure designed to facilitate the large-scale circulation and shared utilization of data resources, serving as an important foundation for the construction of a national integrated data market.

For example, in cities with vast amounts of data traffic, multiple stakeholders, such as the data owner, the provider, the user and the developer are involved. Data exchange among them is not as simple as directly transmitting from one side to the other, but often requires preprocessing. Therefore, a trusted data matrix is needed to serve as a platform for providing a secure environment for data development and application, Wu Hequan, member of Chinese Academy of Engineering, told China Media Group.
Liu Mo, director of the Information and Industrialization Integration Research Institute under the China Academy of Information and Communications Technology, gave a specific application scenario of a large equipment manufacturing enterprise, where a trusted data matrix could be collaboratively developed by upstream suppliers and downstream companies to realize an efficient and trusted circulation of sensitive data, such as the design blueprints and operational data. This would streamline the development and utilization of the data resource, fostering innovation in the application and service.
The action plan proposes to construct five categories of trusted data matrixes, concerning enterprises, industries, cities, individuals and cross-border data flows, with breakthroughs made by 2028 in the operation, technology, ecosystem, standards and security of these matrixes.
Promoting new data technologies and industries
The action plan also included a proposal to use core technologies to support the growth of new data technology and product service providers.
It outlines the integration of large models with trusted data matrixes and advancing the development of technical tools, hardware and software products for related resource management, service application and system security, which will create more new opportunities for the data industry.
To establish trusted data matrixes, a robust computing hub is needed for data calculation, as well as specialized algorithms to analyze and integrate various types of data, said Wu.
With the establishment of trusted data matrixes, a broad range of application scenarios and circulation demands will emerge, which will foster the growth of companies specializing in data processing, hosting and services, enriching the entire data industry ecosystem, said Liu.
The NDA also noted that China will pursue international cooperation on trusted data matrixes to explore connectivity at home and abroad.
