The UN climate conference in Baku has ended amid deep divisions remaining over the final deal. Many developing nations have expressed disappointment over the $300-billion annually that developed countries have committed to fund climate action. CGTN spoke with Wu Changhua, the Chair of the Governing Council of the Asia-Pacific Water Forum. She views the climate fund as a policy insurance.
