China on Tuesday released an action plan aimed at enhancing the country's trade circulation system and driving high-quality development of the wholesale and retail industries.

The plan, released by the Ministry of Commerce and eight other government agencies, outlines the objectives and tasks to establish a comprehensive and efficient trade system by 2027 that connects internal and external markets, linking urban and rural areas and supporting production and sales.

The plan highlights eight key projects, starting with the upgrading of rural markets. One key initiative is to transform local stores and markets, enhance logistics and distribution systems in rural areas and bridge gaps in cold chain logistics for agricultural products.

By facilitating the logistics and distribution channels at the county, township and village levels, the country aims to increase the cold chain circulation rate to 25 percent for fruits and vegetables, and 45 percent for meat products.

In addition, the plan introduces a comprehensive strategy to enhance the digitalization, automation and sustainability of commerce and logistics, and promote integrated domestic and international development.
