For three days, businesswoman Ma Ning was involved in a tug-of-war with a vendor over an outfit she'd bought for her young daughter. With no resolution in sight, she called Beijing's 12345 Citizen Service Hotline. "We are the masters of our city," Ma says. "I have a right to criticize and make suggestions."
