Before dawn in Fuzhou, southeast China's Fujian Province, Hou Yanmei and her team are already at work, keeping the city clean. But beyond being a "city beautician," she's also a deputy to the 13th and 14th National People's Congress. Her suggestions focus on the real needs of the sanitation industry and grassroots workers, from improving waste sorting to addressing labor shortages and protecting the rights of migrant workers. In 2023, she expanded her advocacy to include new forms of employment, submitting a suggestion on balancing business development with labor rights protection.
