The US and Europe have resorted to imposing sanctions on China, but the policy has had unintended consequences, said Carlos M. Gutierrez, former US secretary of commerce, at the Boao Forum for Asia Annual Conference 2025. He said China has become a major technology power as a result of such sanctions.
