Twenty two people have lost their lives after a fire broke out in a restaurant in the city of Liaoyang, northeast China's Liaoning Province. Three others were injured in the blaze. Authorities have apprehended the restaurant owner and ruled out the possibility of arson. Investigators are now focusing on discarded cigarette butts and electrical malfunctions as potential triggers.
