China's State Council Information Office (SCIO) on Tuesday hosted a press conference on further ensuring and improving people's well-being.
Officials from the Ministry of Education, the Ministry of Civil Affairs, the Ministry of Finance, the Ministry of Human Resources and Social Security and the National Health Commission attended the conference.
Fiscal support for social welfare
The Ministry of Finance announced that the national budget for education expenditure will approach 4.5 trillion yuan ($626 billion), so as social security and employment expenditure. The funds will be used to enhance the quality of education and provide robust social security and employment support.
Pension adjustments
The minimum monthly basic pension for urban and rural residents will be increased by 20 yuan, and the basic pensions for retirees will also be appropriately raised to ensure timely and full disbursement.
Childcare and elderly care
The government will establish a childcare subsidy system, strengthen community-supported home-based elderly care services, and improve the level of care services for the elderly who are unable to take care of themselves.

Healthcare and medical services
The National Health Commission proposed increasing the supply of affordable childcare services, enhancing the quality of childcare services, and promoting the development of childcare services supported by medical institutions.
Education development
The Ministry of Education plans to achieve full coverage of standardized construction in compulsory education schools within five years. It will also support universities in improving their educational facilities and promote the allocation of higher education resources to the central and western regions.
