Xi Jinping's article on guiding economic, social development with medium and long-term planning to be published

An article by Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee, on guiding economic and social development with medium and long-term planning will be published on Monday.

The article by Xi, also Chinese president and chairman of the Central Military Commission, will be published in this year's 12th issue of the Qiushi Journal, a flagship magazine of the CPC Central Committee.

The article is based on excerpts of several major statements Xi made between October 2015 and April 2025.

It emphasizes that the scientific formulation and consistent implementation of five-year plans constitute important experience in the CPC's approach to governing the country.

The article notes the necessity of a profound understanding of global development trends, an accurate grasp of the common aspirations of the people, and a deep exploration of economic and social development laws in formulating plans and policies.

Given that the five-year plans encompass all aspects of economic and social development and are closely related to the work and life of the people, the article highlights the importance of integrating top-level design with broad public input by fully incorporating social expectations, the people's wisdom, experts insights and grassroots experience into their formulation. 

Regarding the planning of the national economic and social development during the 15th Five-Year Plan period (2026-2030), the article emphasizes the need to accurately grasp the requirements of the era, focus on the key causes essential to building a strong country and advancing national rejuvenation, and properly define goals and tasks. "For goals and tasks in all areas, in-depth analysis and discussions should be conducted to ensure that they are scientific and precise, and that they can be achieved on schedule."
