Kajiki strengthened into a severe typhoon at around 2 p.m. on August 24. It brought strong winds and heavy rains to China's island province of Hainan and parts of Guangdong Province. Emergency services were put on high alert and around 2,900 personnel were mobilized as gales of over 30 meters per second hit Sanya City.
