A United Nations Security Council resolution has condemned the attack on Qatar's capital, Doha, but failed to mention Israel in the final statement. Arab countries participating in Thursday's emergency session voiced disappointment that the council did not produce a stronger statement or even identify the attacking state.

Qatar says the United States and Israel both approved it to host Hamas leaders over a decade ago. Yet Washington is downplaying the strike.
