Henrietta Levin, a China expert at the Center for Strategic and International Studies (CSIS) in the U.S., said in an interview that the current state of the China-U.S. relations remains dynamic. During the recent trade negotiations between China and the United States in Madrid, Spain, she noted that much of the discussion revolved around the TikTok framework agreement rather than on trade itself, creating obstacles to the stable development of bilateral relations.
Levin also pointed out the contradictions in U.S. President Donald Trump's stance on Chinese investment: at times encouraging it, while at other times portraying it as a national security threat. On tariffs, she expressed concern that the U.S. approach lacked seriousness, describing it as more of a short-term bargaining tactic to secure more favorable terms with China. She concluded that significant uncertainties remain regarding the future trajectory of U.S.-China relations.
