China and the U.S. wrapped up two days of talks in Madrid, reaching a framework deal to tackle issues from TikTok to investment barriers. Cui Fan, a professor of economics at the Beijing-based University of International Business and Economics, says this marks a "period of strategic stability," with fewer tariff spikes and less arbitrary export controls expected.
