In a video message to the UN, Palestinian President Mahmoud Abbas said the Palestinian Authority is the only body "qualified" to run Gaza. He urged Hamas and other factions to hand over weapons, called for "one state, one law, one security force," and pushed for Palestine's full UN membership. Abbas also condemned civilian killings on all sides and urged Israel to return to peace talks. His remarks come after he and other senior officials were denied U.S. visas to attend the UN in person.
