Bolivian President Luis Arce criticized the new Trump administration for pursuing the restoration of U.S. hegemony at the expense of liberal institutions, free trade and the broader process of globalization. He made the remarks during the general debate of the 80th Session of the United Nations General Assembly at UN Headquarters in New York. He stressed that the "new Monroe Doctrine" is, in essence, an attempt to reassert control over Latin America and the Caribbean through colonial-style measures, such as undermining liberal democracy and advancing regional militarization. Arce concluded emphatically: "It is peace, not war, that must guide our international relations."
