China should achieve greater self-reliance and strength in science and technology, according to a communique released on Thursday by the 20th Central Committee of the Communist Party of China (CPC) after concluding its fourth plenary session in Beijing.
The goal of this requirement is to steer the development of new quality productive forces, according to the communique.
The CPC Central Committee also identified "substantial improvements in scientific and technological self-reliance and strength" as a major objective for China's 15th Five-Year Plan period.
To achieve this goal, the communique said China should seize the historical opportunities brought by the "new around of technology revolution" and the "major change in industries," leveraging education, sci-tech development and talent cultivation to accelerate innovations and continuously develop new quality productive forces.
Furthermore, the communique said China should enhance original innovations and breakthroughs in key technologies and promote deeper integration between sci-tech innovations and industrial innovations.
"The Chinese economy has already transitioned into an innovation-driven economy," Qian Jun, professor of finance and executive dean of the International School of Finance, Fudan University, told CGTN. "You will see a lot more tech-driven innovations, commercialization and value creation based on technology adoption."
China's innovations, Qian said, will benefit not only its own people but also others around the world, as what he calls the "second wave" of Chinese companies expanding abroad brings homegrown tech innovations – including the AI applications – to global markets.
