She Zhijiang, a key suspect in a major cross-border gambling case, has been successfully extradited from Thailand to China, marking another significant achievement in law enforcement and judicial cooperation between the two countries.
According to China's Ministry of Public Security (MPS), the extradition process was complex and protracted. After being arrested in Thailand, She filed an appeal in an attempt to use local judicial procedures to evade legal accountability, posing challenges to the case. Ultimately, with the continued efforts of the MPS, the Ministry of Foreign Affairs, and the Chinese Embassy in Thailand, relying on a well established China and Thailand law enforcement cooperation mechanism, the Court of Appeal of Thailand upheld the lower court’s ruling approving the extradition. This marked a major victory in China's transnational fugitive pursuit efforts and highlighted the two counters determination to crack down on gambling and telecommunications fraud crimes.
Investigations revealed that since 2013, She Zhijiang has established the Asia-Pacific International Holdings Group overseas. In September 2017, he began developing an fraud factory in Myawaddy, Kayin State, Myanmar. Under She's direction, the criminal organization set up more than 200 online gambling platforms, attracting participation from over 330,000 people across China and involving illicit funds exceeding 2.7 billion yuan ($370 million). A total of 248 telecommunications fraud groups operating in 29 scam parks carried out rampant fraud targeting Chinese citizens, causing enormous losses and extremely adverse social impacts.
"The successful extradition of She Zhijiang is a powerful response to the public's strong demand for cracking down on cross-border gambling and telecommunications fraud. It demonstrates the firm resolve of public security authorities to punish crimes in accordance with the law and safeguard the legitimate rights and interests of the people. This case also represents another major outcome of international law enforcement and judicial cooperation between China and Thailand," a spokesperson for the MPS said.
The spokesperson added that Chinese police will continue to implement the Global Security Initiative, actively promote the establishment of an International Alliance Against Telecommunications Fraud, and deepen practical cooperation through information sharing and joint operations. "We will continue to strengthen global law enforcement collaboration to better protect the property and security of the people and uphold social stability," the spokesperson said.
