China's tropical island of Hainan will begin operating as a special customs regulatory area starting December 18. Under the new rules, 74 percent of overseas goods can enter tariff-free.
Ambassadors from Pacific Island countries to China said the move offers huge opportunities to the region's export industries. They also called for more efficient cargo transportation between the region and China.
